The huge plus to this is that it is easy on bandwidth. All the buildings are their own image. Once you load all the variations of buildings and decorations so your browser has them in it's cache. Loading new towns only takes 15-30KB. The total of all the images is only 6MB smaller than most full-size panoramas.
My town first load:
287 requests | 2.4MB transferred | 8.74s (load: 8.77s, DOMContentLoaded: 2.13s)
Subsequent load:
287 requests | 15.6KB transferred | 5.47s (load: 5.50s, DOMContentLoaded: 1.82s)
