8 new characters have "event earning" tasks
What level does the opera house have to be at? Im level 5 and don't have opera tasks available to them.

I tend to agree. I'm never sure what to do with the characters that earn regular in-game cash. Most of the time I try to set them on task lengths that coincide with Cecil's jobs but sometimes I feel like it's better to just let them run free until the next task is assigned.
