Barney "Plow King" quest will not start
Hmmm I tried looking at the Wiki for you, but all it says is the quests start once u put him into the Plow King Custome..

I know others didn't have this restriction (like last years 4th of July), but I think most of the recent Holiday ones, and even tie-ins now have time restrictions.
This could be well what has happened
or maybe the questline wont trigger until this Stonecutters event is over (long shot that tho)
