Characters that shouldn't be Limited Time
Mindy should be limited time, IMO. One time, unimportant characters are epitome of limited time. In addition to what you listed, the Grumple, the Yes Guy, and Mr Costington could easily be permanen...

He will be 120 donuts, that's how much I paid for him and he is worth it. He is voiced, almost all his missions are visible except one of them and he has a entertaining quest line.
Yea I started on Christmas day so I missed out on getting him free and I thought he was 50 donuts at some point
