I think the minigame formula for intel is (10 X enemy agents) + (40 X super agents)
A few scores from my towns:
32 enemy, 0 super = 320 intel
26 enemy, 1 super = 300 intel
32 enemy, 1 super = 360 intel
20 enemy, 10 super = 600 intel
24 enemy, 10 super = 640 intel
