Fugitives constantly duplicating
Hello, I've been replaying this game for a few days now, and I got to a point where there are constantly spawning new fugitive characters around the map... They do disappear when tapping on them, but ...

It's a feature of the latest mini-Event - Breakout Bounty. You have to be at level 15 to start it and to really get through it you need

You can piddle and maybe get some of the content, but there's really not that much since it's a mini-event that ends on the 29th.
You'd be much better off focusing on pushing your levels up as high as possible in preparation for the Treehouse of Horror event starting sometime next month (I'm gonna guess and say October 6th?). The annual Treehouse of Horror and Christmas time events usually have the best content of the year.
