You need more store (just tap on consumerism, it will tell you). The ony free stores are KEm. Some squidport stores may also count. (think I have 11 KEM)

You can hide Kwik marts behind the costington and cracker building if u don't want to flood your town with them. Just don't put a back road and they will fit very nicely between those 2 buildings.
I only have 6 Kwik in my town and 2 are hidden. For now, you don't need new then that.
