Question

This is the 3rd time he has been made available since his initial release!!!

He still requires Pub O'flannagans for half his actions.... Yet Pub hasn't been available since 2016.

I am sure there are several players such as myself that obtained Seamus during 2017 and still to this day he has only his 1 hour, 8 hour and 24 hour action available and the 2 hour action with Willey available...

It's such an inconvenience that he has no available alternative for his actions...
Why can't they be completed at Moe's?

You can use the him at the airport for a 4hr task..

I didn't know that. It seems like a big oversight (like the lack of availability of Mayan Homer.)

It is the 1H, 4H and 12H tasks that take place at O'Flanagan's Pub. For what it's worth, I have added this to the bugs and issues list:
