I've got Sarah Wiggum earning event currency and haven't done anything else with her, but she has two visual tasks (cutting Ralph's hair and drinking boxed wine). The aquarium does not increase the bonus percentage (I'm not sure of the conformity impact).
Character-love aside, Scratchy was a way better buy in terms of the building and the accompanying animation imo. The I&S cartoon set works well in my film studio area, and the combined 'fight,fight, fight!' task with Itchy is one of the best animations in the game. If/when Scratchy returns it'll be worth picking up.
