I've completed every event without doughnuts, for the most part.
Playing every four hours is usually a good standard with events. The criminals in this event max out every 5 hours. Also, get yourself some active friends to replace your inactive friends. Put your name on the Add Me thread a the top of the page or just add the people who put their names up there.
