Hoarding was definitely a good idea. I had 15 ammo which resulted in 4x50 Ray guns, 2x50 gummie Bears, 3xbronze bags, 1 silver bag, 2x candy corn, 2x 20 chocolates, 1x20 pumpkins. I had almost 200 eggs saved from the gremalien glitch. I've been playing phase 2 for about 2 hours now and already have 550 Ray guns and another 400-800 coming from gremaliens. Didn't hoard treat bags but now I kind of wish I had.
