100 friends will only get you max 596 hearts (see my calcs) = 3 spins. It's capped at 100 friends - even if you delete friends and add more, you can't do Valentines for them. The counter in the bottom-left corner shows as much too.

100 friends means you have to clear the Valentines on your characters before they can get another, so if you're freemium and have the current 54 free characters only, that's 5+ daily visits to clear them for your friends (assuming they fill up completely each time, and friends who miss out revisit later to try again). Even then, that's only 3 extra spins of the wheel.

So far you have 6 spins max (assuming 100% efficiency of above) - tasks (Ned, Lisa+Milhouse, Homer+Marge) and the Farm only yield around 150 hearts a day. Quests give bonuses, but people are mostly finishing that now.

Outside of quest-completion bonuses, it's impossible to get more than 7 spins a day... unless you blow 48 donuts (4x 12 donuts) for 4 rose bushes to get another spin.

When there's an event there are usually more. In my case all my friends are active.

As above - it's not a matter of them being active, it's a question of timing and whether there's free characters to tap when they visit (or if they revisit if there's none for them).
