How does Witch Marge speed up crops?

Assigned Witch Marge "Speed up Growth"
Time to completion of Moonshine: 20 hrs (minus a few seconds)

Stored Moe's Bar
Replaced Moe's Bar
Checked Moonshine completion time: 19 hrs 58 minutes.
Assigned Witch Marge "Speed up Growth"
Time to completion of Moonshine: 19 hrs 58 minutes

So it didn't work for me.
