No, Fat Tony's Compound contains his two henchmen, Legs & Louie. The Social Club comes with Fat Tony. He appears right after you build it.

just finished building the Legit Businessman's Social Club and got the Fat Tony popup after :D so i guess this could serve as a confirmation of what should otherwise be a commonly known fact (which to my disdain I didn't know until after the build..)
