Is there a fix for the power plant and muntz house.

I don't think it is a glitch, but that is strange about your reactor core getting repoed after the update. It sounds like maybe the requirements to unlock the buildings could have changed. You may need to just keep doing the menial tasks from the task bar to earn the ability to unlock stuff. Just my 2 cents, I could be wrong.
