Kang (or Kodos?) shooting at ray gun
I've seen this as well I presume it's a bug. However it may be a way for people who didn't get Kang to get him as a character. That is pure speculation though

I'm more convinced its a bug today I tried out quite a few ways to get him to no avail I tried:
Tapping the ray gun in the neighbours town while being able to and not being able to collect from other buildings
Tapping the saucer itself
Being in the neighbours town with the saucer flying around while they click on their own ray gun to see if that would work.
Also from what I can tell he only seems to appear to people who don't already have Kang which suggests it isn't a secret character. I may be wrong on this though.
