^ The second ray gun was actually "free," so to speak. After Kang destroyed the first raygun, a second, replacement raygun was placed in the player's inventory. I'm not sure if people had the option to buy a third, or if anyone actually would given the chance. However, I think your point remains valid.
When you bought a raygun, Kang would circle it and shoot at it. The animation is not new. So it is possible a programming glitch is allowing neighbors to see this happen. As buggy as this game is, it probably is a programming glitch. The animation is exactly like the Kang one from Halloween.
