Krustyland: Krusty's giant wheel
I have 5 stars as well but didn't notice any of that stuff except the color of my bus stop. That does suck that the wheel isn't animated.

It's not a bug. Just like SF, some animate randomly and some on task. The wheel, Itchys castle, and the Scream are three that come to mind first.
If they add animation, they add it. Great. That's not a bug fix, it's a game addition.
Which I would like, but really don't care if the wheel only turns when I put someone on it. I'd rather they improve scaling. Or fix actual bugs.
