Let me ask this

They will do whatever they think will get the most amount of money out of the most people.

It would be impossible to wait for everyone to get to the last level, since new players join everyday.

For the last few months, we've been receiving plenty of new content, without a level change.

Seems obvious to me that's the format which will continue. The level number had become obsolete.

The game has made many changes that are evolutionary. At first they might seem jarring, but in time they make sense.

This game is not stopping any time soon. It's a very profitable product.

Me too! It's one of my favorites. Can't wait to see which President we get this time.

There will never be a time all players get to the last level.

Basically what level 60 did, was to end level updates. All new content will be limited time content, and content that EVERYONE get earn. Obviously will be harder for newer players, but it means anyone can get it. Well perhaps not all limited time, but there are only so many permanent changes they can really add though - so the bulk will be limited time.
