Make everyone overeat
If you watch where they are running from/to, they are going from restaurant to restaurant, presumably speed eating their fill before trying to walk it off prior to the next stop.

- This happened to me too. Not sure if its a glitch but it does count towards the quest line. I am currently doing stampede the stores and the are doing the same thing
