Keep clearing the quests in your task book, Moe's won't come at level 15 on the dot.

So there's pretty much no way for anyone under level 37 to complete the Thanksgiving event.... We can just do what we can do...

Where do you come up with that? 15 is the earliest you can get the task to build moe's, but people level much faster than that and you still have to comleye the tasks in order. So use the link above to find out where you are in the quest line, and that will let you know how how close you are to building moe's. Since you already have the quest, even if you don't have moe's built before the end of the event it should still stay in your task book until you are able to complete it.
