Each level up, the requirements for 5 stars increases. Not every category increases every level, but the general trend is needing more the higher you go.
So yes... as you level up, you need more training walls. I really wish they'd release more righteousness decorations so it's not all training walls, but as it is, that's what we've got. It's better than it was before they released training walls, at least.
