Personally id rather they drop a new level when were not in an event. Give's us something to do between events, and so many people complain when were in a quiet period, it seems daft to drop everything at once.
There's always a new level during events because more people are playing more often, which means there are more opportunities to generate revenue (i.e., sell donuts) from the game.
