Maybe it's only for act 2 because it's shorter than act 1 or 3. I can see how some people would have trouble getting all the act 2 prizes if they didn't hoard gold token at the end of act 1. This reminds me of the community prizes from Tap Ball event. EA wants you to get the prizes, so they lowered the barriers to make it easier.
