SH expansion is precisely what I was thinking.
But then THIS was my second thought. I currently have a Capitol City in my far right corner of the grid. I could move it to the new upper most corner we just acquired. Then i could expand SH toward it and maintain the higher property values throughout the area. That relocation would also free up more land on the right to become desert, which i do need.
Oh! i might be rebuilding my airport in the new space. I was running out of room for such a big design. This could work instead
