I'm in the same boat as you, I see a lot of great looking towns and ideas and mine seem drab and boring in comparison.
Anyway, yea too much concrete. I always struggle with concrete vs. green space, seems like there is not enough ground cover choices. Maybe add some benches around the fountains? Hedges look good around the courthouse. I think I would have both building rotated 90º so they are street facing. Looks a little awkward with the court house facing the back of the Town Hall.
