I bought just 10 of them and for some reason I now have 63. Is this a bug or intentional?

That's the reason I only bought 20. I wouldn't know what to do with all of those fences and I prefer to hide as few items in my town as possible. The bonus % rate is wonderful but the excessive clutter that would come with it isn't.
