Pavement underneath Monsarno Research?

Somehow I was able to trick it into letting me put pavement under a corner that had an adjacent pine tree. But then the building was immoveable, as its footprint became red. I X'd out and it remained in place, so it is similar to one building I have which "illegally" overlaps a shrub because EA increased its size.

Hopefully they will fix this but I'm not holding my breath. But the Monsterno complex will be harder to design with this bug. Boooo...
