I took a screenshot because I thought this was odd
When I tried to store the control building, my game crashed. To get rid of "ghost Smithers" I had to store Burns manor. Then when I tried to do the money fight task again, it was just Burns standing there and Smithers was nowhere to be found so I had to store the manor again. Think I'll just keep Smithers away from the control building until this is worked out.
