Premium characters take LONGER to trick or treat?!?!
I could be wrong but maybe it's because the premiums are guaranteed silver or gold treat bags?

I think that events should be able to be completed by both freemium and premium players. Even with the longer task time, the premium kids do provide significant contributions to the less common treat items that only come from silver and/or gold bags.
When you buy a premium character, you are buying the character and the tasks/building that come with said character. The developers have no obligation to design events to be significantly easier for premium players, nor are they obligated to include every single premium character as part of the event.
