You can do it like the Forumfield project. Each week features a different building (or 3), then members post screenshots of how they set it up in their town. Afterwards, everyone votes on which layout they like best and the winner's design is recreated by a single account holder. This way it is not exclusive to "regulars" and everyone can participate.
