Reindeer Burger Truck starts while Petting Zoo is not finished
I did not have this "glitch". Sad, it could fasten up things a bit.

Mine triggered too, after completing level 2 of the zoo so Moe is on the 1st quest of level 3 on the Zoo & Krusty on 1st quest of level 1 on the truck. I don't think this is a glitch as we have 4 items to level up in this act so we probably wouldn't have time if they were done consecutively.
