Reindeer Burger Truck starts while Petting Zoo is not finished

It is the first part of Level 3 of the Zoo (followed by a Brainiacs and then Entrepreneurs tasks).

I don't understand why the word "glitch" is used above. What's odd about having two things going on at once?

I think you're right. I was wondering about leveling 4 instead of the 2 in the last act which seemed to be hard enough to do for some. It looks like it's best to keep all the relevant characters free. Moe, Krusty, Quimby? Anyone else?
