If a video game is only available for one system, and you have a different system, you do not have a "right" to that game, and if they later release a port for your system and it has different features, you do not have a "right" to the features from the other system. So the answer to your question is "yes". You do not have an inherent right to content for which you did not meet the prerequisites.
Usually when someone port a game for a different system, and they don't offer all of the previous expansions, they try to please their new customer group by giving them exclusive content... I can't see EA has given Android users anything exclusive, therefore I suggest they port the previous content to us, and it seems they do :) (Though I believe it's simpler to make something available for both iOS and Android, than to pc, xbox and ps.
By the way, I'd love to see the response for long-time iOS-players, if EA gave us Android users exclusive content, you weren't entitled to, because you had a different system, even though you have been playing from day one!
