It depends on what you're after.
Look or design: pick the building that would complete an area best
Cash: I'd pass on both, a premium character or decoration with a good multiplier (i.e. 30 donuts for 2% with jet engine bike ) is a better value long term
Conform-o-meter: Blocko helps with consumerism and would help you get rid of extra kwiki-e-marts. Banana Dictatorship is obedience and wouldn't really help (note this info is from last year and I assume they would impact the same way)
