Should we hoard for Issue 4? (collect felons, etc)

As far as we know there will be no crafting but I am pretty sure felons are staying. If I were you I would get all the felons down to one heart then if you still need more for the doughnuts kill one a...

If there are no criminals/felons after the Issue 4 update, how will we be reaching the goals? I don't suppose there's any speculation on that? I'd have thought we'd be collecting something and wouldn't it make sense for it to be an updated type of criminal like issues 1-3?
