Sit-n-Rotate pay out?
None of the aspirationals pay out. The register you saw was probably a Kwik-e-mart hidden behind the restaurant. Info says:

I am just now building the Sit N Rotate, and should be finishing in about 2 hours. I was wondering if the XP payout was 100K, or 1 million. I had to double check the zeros, I was like Whooaa!! at first. I was wondering if I could actually do like 2-3 bonus level ups all at once with the building finishing. Thinking, can the game handle that, and winning 9 donuts straight off completing this? Too bad, it would be a nice reward for spending 10 million of in game cash.
Anyway, referencing the Skinner and Selma permanent tasks, did they intentionally switch that around, instead of Skinner and Patty? Or did EA make a mistake?
