Yes it just means your volume is too on. Turn it a little bit more off and you'll be fine.

I've heard that noise before. It usually signifies that a requirement for certain quests or a task is completed (it only happens with certain things, though, if I am remembering correctly). Or that an item that is required has been placed. Is it possible that you were doing a quest line or a task for something before the noise started occurring? Is there anything in your task book?
It is also possible that a glitch in your game is causing the noise (if the above isn't the case). Maybe a bad download? But those are just guesses. Try an uninstall and reinstall to see if it corrects it.
Other than those things - no idea. You might have to contact EA to see if they can figure out what's going on.
