I was confused at first so I'll say it another way in case anyone else is too:
if all kids were in the same house and due to produce their nightmares at the same time, you'd lose any nightmares which exceeded the max of 20.
So task the kids in various houses, so you control the rate of nightmares entering your town, and can take time to collect them on the streets before spawning from the next brown house.
Anything over the first 10 kids producing 2 nightmares each is what's at stake. That's a lot.
