I think we may be seeing some form of gating on the issues with each one being still available to players that need to complete it after the next has started for those at the top of the curve. The reason I think this is because the way the questlines are designed would mean anyone that didn't get clownface before the timer to issue 2 ended would be locked out from the other 28 days of the event.
Even if ea wanted people to feel pressured into getting it done fast they would have to know that making anyone who ran out of time, joined late or had connection issues be forced to watch others enjoy four weeks of superhero fun while they got nothing would lead to mass quitting and rage even worse than anything that came before.
I think your right about the fact that one stage will lead into the next but I think you stay in stage 1 until you complete and then move on to stage 2.
I.e. if I finish stage 1 right now the second stage 2 unlocks I will move on but if the unlock comes when I'm let's say 1000 carbon rods short I'll stay in stage 1 until I collect these final 1000 rods and then move on to stage 2.
So although others may be moving on to other stages the player will never be locked out for being too slow
