This happens every year. In the beginning of the year we don't get many level updates, people complain, we get a bunch of level updates over the summer, people are happy, then the cycle repeats again. Just be patient they will come eventually. Also I don't see the difference between limited time and permanent premiums. Also one last thing if I had to guess I say level 60 is coming during this event so the new players will have something to do to do as well, then I would't expect level 61 to hit until around April to Mayish.
