Quite simple.
It would be hard trying to lay out a town. Trying to select a shrub surrounded by other decorations on a tablet/phone is already hard enough (selects everything else other than what you want), imagine trying to do that using thumbsticks. (Not to mention it would take a lot longer) Now if we could link a tablet to the ps4/XBone (like how we do with battlefield, dead rising 3 etc) we might have something here.
It would be fine on the PS3 (I've played Minecraft, Sim City, etc... smart programming makes this simple)
The PlayStation Move would be perfect too.
Also, people may not realize the PlayStation 4 has a touchpad on the DS4 controller so tapping, pinching, zooming is a non-issue.
And finally I'd love to see how great this would look on a Sony Vita's OLED display!
Not to mention the Vita should have no problem handling the game, unlike my IPod Touch and Kindle Fire HD, which always shut down when visiting friend's.
It just makes sense to put it on PSN and set it as Cross-Buy among the PS3/PS4/PS Vita. Game progress would be shared among all 3 devices.
Edit:
Sony so offers tools to developers to let the player use a PS Vita to control a PS3/PS4 game. It's called Cross Control.
