wiiu gamepad and 3ds is ok since they are basicly a tablet and a sp screen. But on a tv screen? Ugh
I connected my Kindle Fire HD to my 55" HDTV and it displays Simspons TO in 1080p and looks awesome too.
It would make the most sense on PSN as a "Cross-Buy" game.
Then you could play it on the PS3/PS4/Vita.
In addition, they could utilize the Cross-Controller feature on the PS3/PS4 and let the user control it using the touch screen on the Vita. That, along with standard controller, Dual Shock 4 touch pad, and Sony Move, would give you several choices.

Huh?? It would work EXACTLY the same as any other device. Consoles are quite capable of telling time!
Microsoft does not charge for free DLC. If you are talking about MS charging the developer there are way around that too. Several games on PSN and XBL have frequent updates. Some of them are also FreeToPlay as well.
