Something similar to this happened when Thunder Bay Ontario got their name.
It was 2 towns that combined and they had a vote for what the town name should be and there were 3 options
1. Lakehead
2. The Lakehead
3. Thunder Bay
The results were
1. 30%
2. 30%
3. 40%
So basically Thunder Bay was the least popular choice but ended up winning and that's how they got the name.
