-Clear Data from Play Store ->Settings->Apps->Google Play Store->Storage -- They had me "Clear Data" but may want to try to "Clear Cache"
-Open Google Play Store and sign back into your Google account, then search for Simpsons Tapped Out.

Thank you so much. I had changed the resolution so my game wasn't zoomed in really close. I changed it back and now I am able to download. I will have to see how it impacts the resolution once I am back in the game.

Both company work different and one is faster and other is always slower.
