Upgrading the tailgate

Hi everyone,
Sorry about posting this but it's been annoying me for months! When we had the sports event, I purchased the Tailgate and put off upgrading it while the event was on. Maybe a month after, I started and even though it says I've done 3/3 on the level, it won't upgrade.

Some characters still have the 12 hour task but I just can't get it to upgrade.

I was wondering if anyone else encountered this issue and it you managed to get it resolved? Thanks so much guys!
