IMO
Barney is a better character and the bowling alley is a better building. Barney is voiced whereas Scorpio is not. There's also the fact that the "real" Volcano Lair in the show isn't even in Springfield, while Barney and the bowling alley have been an integral part of the Simpsons universe since the very beginning.
The one pro for Scorpio is that I think his visible outdoor tasks are more fun.
I have both but Barney is the easy first choice (other than costing more I guess)
