I'll be going for the homer decoy as it is animated and I like the episode it's from.

If you know where you want to put the sign, then go for it. It sounds like you want it more than the decoy. We still have a week left so i would prioritize the sign over the deco and who knows...you just might have the time to get enough dna for the decoy since we have a week left till the end of act 3 and according to others, we have till the kill date of the event which is in june to craft the remaining crafts we want.
I would much rather have the sign instead of the decoy which in my opinion is sort of a little over the top - but then again we do watch itchy and scratchy cartoons so who am i to complain? :D
