I think new characters have jobs at the smartphone building once you reach a certain real estate level (and when a new character gets a job it increases storage for the building)

(I'm waiting for the final condos and seeing where that puts me real estate value wise (it's 200k per condo, there are 9 condos currently being built so I should add 1.8 million (which unlocks the job for someone at 3.8 million) - I basically just sat at my game until I had enough chairs to build the condos, unlock the yoga studio, unlock the institute of technology and got Grampa and Milhouse working (around2.8 million I think)
