What Changed with the July 21st-September 24th Updates? (Updated)

They were storable before the event. It was probably causing a bug in the monorail event, so they are not storable at this time. I imagine when the event is concluded, they can be stored again. Right now I'm stocking them in the corner the buildings I wish to store. I still want to upgrade them during the event.
